Pre-application Forms Only Accepted Through HACEP Website
The Housing Authority of the City of El Paso, Texas (HACEP) will open its conventional public housing waitlist list for 4- and 5-bedroom units at 12:00 a.m. on March 8, 2013. Applicants are placed on the waitlist on a first come, first serve basis. In order to qualify for a four-bedroom unit, a family must have four to eight family members. To qualify for a five-bedroom unit, a family must have between five to 10 family members. In addition, families cannot exceed the federal income limits, which vary by household size. For example, a family of four will not qualify if their annual household income exceeds $40,400.
In addition, the waitlist for 0-bedroom studio units for seniors (age 62 and above) and/or persons with disabilities continues to remain open. Therefore, the public housing waitlists for 0, 4, and 5-bedroom units will remain open until further notice. The waitlists for all other public housing bedroom sizes remain closed, in addition to the waitlists for the Housing Choice Voucher (Section 8) Program and the Section 8 New Construction Program.
Applications for the Public Housing Program are only accepted through HACEP’s website. To apply, applicants must log on to www.hacep.org and click on the “Online Application” button on the left-hand side. A separate window will open with bilingual instructions and a list of the required application information, which includes:

3. Dates of birth and social security numbers for each family member on the lease
4. Gross annual income
5. Driver’s license or State ID numbers for all family members
Once all of the fields are filled out, click the “Submit Application” button and the application will automatically upload to the waitlist based on the day and time of submission. If any required fields are omitted or incorrectly filled out, a red message will appear informing applicants where the error has occurred. Applicants should print or record the confirmation number for their records.
Applicants may who do not have computer access may use the computers available at the El Paso Public Library System and the VOLAR Center for Independent Living located at 1220 Golden Key Circle. If applicants require a reasonable accommodation, they may call HACEP at (915) 849-3834.
